Exemption letters

	Every six months the Russian Customs Commission (RTK) establishes a list of customs tariff numbers for all products that need a Gost-R certificate. Products that are not mentioned in this list require an exemption letter to be imported to the Russian Federation.

	THERE ARE TWO DIFFERENT KINDS OF EXEMPTION LETTERS IN RUSSIA:

for custom offices:

	The first kind of Exemption letters confirms that your products are not subject to any certification duty that must be submitted to the customs before entering the territory of the Russian Federation. Your products might need other certification or registry duties. Therefore, it is possible to accomplish a voluntary certification which will be normally accepted by all customs.

	This certificate is contract oriented and invalid after import.
	Required documents:
	the contract with the Russian customer, specification and invoice
	description of products (in Russian) with technical specification
	application form with stamp of the applicant
	authorisation of the applicant
	customs tariff number

for the Russian national market:

	The second kind of Exemption letters is aimed for the Russian client so that he can sell products. This certificate is also accepted by the customs.

	Required documents:
	description of products (in Russian) with technical specification
	application form with stamp of the applicant
	authorization of the applicant
	customs tariff number
